While some countries such as Afghanistan, with 21 million people targeted and 20 million people reached, were close to their goals, others were farther away. For example, in Guatemala, nearly 2.3 million people were targeted, but only around 370,000 people were reached. In Sudan, 18 million people were targeted, but only five million were reached. Constraints to funding for humanitarian efforts have made reaching targets challenging.
